These Rules apply, until amended or revised, to 50/50 Raffles conducted by the Kitchener Rangers Community Fund, hereinafter referred to as “Rangers Reach”.

All draws with in person sales will take place at the following location

1.0 Interpretation
1.1 In these Rules,

draw” or “raffle” means the random selection(s) by the Event Manager of the winning number;
draw time” means the time at which the draw takes place during the prescribed game date, or when a draw is not able to take place for any reason, the soonest available time on the prescribed game date;
event” means an individually numbered proposition on a “List”, a periodic schedule of events, usually associated with a sports competition;
Game Conditions” means the terms, conditions, explanations, Rules, procedures, including the prize structure governing a specific 50/50 draw;
50/50 ticket”, “ticket” or “ticket receipt” means a ticket or other means of participating in a 50/50 Draw;
EMT Terminal” means the Event Manager terminal of Rangers Reach computer- controlled system by an approved supplier of the Alcohol and Gaming Commission of Ontario (AGCO) for conducting 50/50 Draws;
player” means a person who is eligible to participate in a 50/50 draw in accordance with the Regulations, the Rules, and the Game Conditions;
result” means the final outcome of a sporting event as determined by Rangers Reach for the applicable 50/50 Draw;
valid ticket” means a ticket that is not void;
winner” means the person(s) who is the bearer of a winning ticket and who satisfies all conditions established by Rangers Reach to claim the prize;
winning number” means the winning number drawn on the draw date and draw time for a 50/50 Draw;
winning ticket” means a valid ticket that bears a selection(s) that exactly matches the winning number(s) or results or play element(s);

1.2 Words used in these Rules of Play for each specific 50/50 Draw by Rangers Reach and the Regulations pertaining to the 50/50 Draw have the same meaning. Words in the singular shall include the plural, and words in the masculine gender shall include the feminine.

1.3  In the event of a conflict between information issued by the licensed equipment provider and contained on the ticket, the instructions, the Game Conditions for the specific 50/50 Draw, these Rules of Play, such conflict shall be resolved in accordance with the following priority:

   (a) the AGCO Regulations;
   (b) these Rules of Play;
   (c) the Game Conditions for the specific 50/50 Draw, if any;
   (d) the ticket

2.0 Sale and Issuance of 50/50 Tickets

2.1 50/50 Draws for all events for Rangers Reach launched through the on-line system through the Event Manager Terminal (EMT) managed by BUMP 50/50, A Division of CBN.

2.2 A player physically located in the province of Ontario, Canada may purchase 50/50 tickets for a Draw held by Rangers Reach online at rangers5050.com, which is connected to the 50/50 system.

2.3 An eligible player may participate by purchasing 50/50 Tickets from a 50/50 Ticket Seller or by using the authorized equipment provider’s Online sales solution. There will be four denominations for eligible players to purchase 50/50 tickets for, depending on Draw structure:

Community Impact Raffle:
(i) 1 number for $10.00;
(ii) 10 numbers for $20.00;
(iii) 50 numbers for $50.00;
(iv) 150 numbers for $100.00
Enhanced Event Raffle / Enhanced Event + Raffle:
(i) 1 number for $5.00;
(ii) 5 numbers for $10.00;
(iii) 150 numbers for $20.00;
(iv) 400 numbers for $40.00
(v) 900 numbers for $75.00 - AVAILABLE EXCLUSIVELY ONLINE ONLY
Standard Event Raffle / Standard Event + Raffle:
(i) 1 number for $5.00;
(ii) 5 numbers for $10.00;
(iii) 63 numbers for $20.00
(iv) 150 numbers for $40.00
(v)  400 numbers for $75.00 - AVAILABLE EXCLUSIVELY ONLINE ONLY
(a) Other variations on the denominations from time to time as specifically approved by the AGCO

2.4 A player is solely responsible for ensuring that they receive the correct ticket denomination and for the handling of the purchased ticket after the 50/50 Seller has presented the ticket. All sales are final.

2.5 A player must be located in the province of Ontario at the time of purchase.

3.0 The Draw and Results

3.1 A draw shall take place at such time and place as Rangers Reach determines and is approved in writing by the AGCO. The number drawn is referred to as the “winning number”.

3.2 Upon completion of selling and money collection the draw will be deemed closed, and a random electronic draw will take place.

3.3  A unique winning number is randomly generated and issued by the EMT out of the numbers purchased for each particular draw. The mechanism for selecting the winning number is a computer-based random number generator that has been certified by the Alcohol and Gaming Commission of Ontario. For any dispute on a winning number and associated prize, the number and prize connected to said number within the EMT shall be considered the valid winning number.

3.4 When a draw for a winning 50/50 Ticket cannot be held on the date and time fixed, such draw shall be held when practical, with approval of AGCO.

3.5 The Winning Number for a Draw will be announced online at the Rangers Reach website (rangersreach.com/winners).

3.6 For all Standard Event Raffles and Enhanced Event Raffles, all Draws will occur during the 3rd quarter of play at KW Titans home games as referenced in Appendix C – Non-Ice Events

3.7 For all Standard Event + Raffles and Enhanced Event + Raffles, all Draws will occur on a Kitchener Rangers game day home game during the 3rd period of play as referenced in Appendix A – Ice Events and if applicable, Appendix B – Playoffs,

3.8 Community Impact Raffles take place over a longer period, based on the following schedule:

3.9 Supplementary Prizing details for all draws are detailed in Sec 5.5 – Sec 5.8

3.10 For draws where there is supplementary prizing included, all winners drawn for a supplementary draw will be included in the final draw for the main prize.

3.11 For in person events, the winning numbers will be communicated and announced by public address at the venue in addition to being posted on the Rangers Reach website https://rangersreach.com/winners. The winning number will also be displayed on all selling screens and the main venue video board. Prize(s) can be claimed by the winner up to the end of the game at the Fan Appreciation Office behind Section 3.

3.12 For draws where tickets are primarily sold online, customers are responsible for checking their own numbers. Winning numbers will be posted on the Rangers Reach website https://rangersreach.com/winners Potential winners are responsible for contacting Rangers Reach (5050@rangersreach.com) to claim a prize. Rangers Reach will arrange payment to any online winners in accordance with Section 6 & 7.

4.0 Cash Management

4.1 Rangers Reach shall ensure the secure and safe handling of cash and cash equivalents.

4.2 A safe shall always be used to secure funds when money, other than floats, is kept on the premises.

4.3 Funds will be verified by authorized representatives of Rangers Reach in dual custody and using blind counts. There will always be a minimum of two representatives involved in the reconciling of funds, one of which will hold the reports indicating the value of the content of each bag or full drop value per 50/50 Seller. If a variance is confirmed, the amount of the variance and name of the 50/50 Seller is recorded and provided to the Event Manager for tracking.

4.4 All variances will be tracked and monitored.

5.0 Prize Structure

5.1 Rangers Reach shall determine a prize structure for a lottery game, in such a manner as it deems fit, and once determined, this prize structure shall form part of these Rules, with approval of AGCO.

5.2 Subject to compliance with the Regulations, Rules and Gaming Conditions, the holder of the Winning ticket will receive 50% of the Jackpot (the “Prize”), The remaining 50% of the Jackpot will be allocated to the Community Fund, other partner charities (if applicable) and to pay permitted expenses.

5.3 Odds of winning the Prize are based on the number of numbers sold during an Event.

5.4 Rangers Reach may, for a Draw or series of Draws, issue Gaming Conditions which modify or supplement the prize structure of the Draws subject to the written approval of the AGCO and shall publish them on its website and/or display them onsite at the Event Site.

5.5 All tickets drawn as a winner of a Supplementary Prize will remain in the draw and be eligible for all subsequent prize draws, including the grand prize.

5.6 Supplementary Prizing will only be offered on Standard Event + Raffles, Enhanced Event + Raffles and Community Impact Raffles.

5.7 Supplementary Prizes for a Standard Event + Raffle will be as follows:
• A Consolation Prize draw for one (1) $200 Gift Card to Rangers Authentics, or an equivalent substitute of equal or greater value.


5.8 Supplementary Prizes for an Enhanced Event + Raffle
(with the exception of the Friday, September 27th event) will be as follows:
• A Consolation Prize draw for one (1) $200 Gift Card to Rangers Authentics, or an equivalent substitute of equal or greater value.
Supplementary prizing for the Friday, September 27th event will be as follows:
This special raffle wiil open on Friday August 30th, 2024 at 9:00 a.m. Draws to take place as follows:
• Early Bird Draw – includes all tickets purchased by Sunday September 1, 2024, at the start of the 3rd period – A night in Club 63 (suite) for a Rangers Regular Season Home Game on Friday October 18, 2024. Retail value - $1,750.00
• Early Bird Draw – includes all tickets purchased by Friday September 6, 2024, at the start of the 3rd period – $2,500 CASH
• One (1) Early Bird Prize draw includes all tickets purchased by September 27, 2024, Draw at 12:00 p.m, for one (1) Custom Made Kitchener Rangers Game Issue Jersey – Retail Value $565.00.
• One (1) Consolation Prize draw includes all tickets purchased by September 27, 2024, Draw at 11:00 p.m, for one (1) $500 Retail Gift Card, or an equivalent substitute of equal or greater value.

6.0 Payment of Prizes

6.1 A prize for any draw shall be awarded to the winner in accordance with the prize structure in effect for such draw and in accordance with these Rules and the specific 50/50 Draw Game Conditions.

6.2   Rangers Reach reserves the right to satisfy itself as to the validity of any ticket that is presented as a winning ticket, by means of such authentication and validation tests, requirements and procedures as it may from time to time determine, and to declare that a ticket which does not pass, meet, or fulfill such tests, requirements or procedures is void. Concurrently with a winning ticket being presented to Rangers Reach (or being received by Rangers Reach by email), whether for the purpose of validation or for the purpose of claiming a prize, all right, title and interest in and to the ticket is thereby relinquished by the winner and property in the ticket passes to Rangers Reach.

6.3 All prizes must be claimed within six (6) months of the relevant draw unless otherwise specified by Rangers Reach thereafter any unclaimed prizes must be secured or placed in safekeeping by Rangers Reach for a period of six (6) months from the date of the draw. If at the expiry of six (6) months the prize has not been claimed, the prize monies will be donated by Rangers Reach to a beneficiary approved in advance by the AGCO.

6.4 Rangers Reach may refuse to send or forward a prize to an address outside Ontario and will not send or forward a prize to an address in any jurisdiction where such sending, or forwarding is prohibited by law.

6.5 Neither a prize (or portion thereof), nor any entitlement or payment relating to it, may be assigned, transferred, sold, loaned, leased, rented, pledged, mortgaged, or hypothecated, by any winner.

6.6 Rangers Reach is not responsible for providing financial or tax advice.

6.7 Payment will be made to the lawful bearer presenting a winning ticket for an event and satisfying all the criteria to be considered an eligible winner. Payment will be in the form of a cheque from the Rangers Reach 50/50 Trust Account. Payment will be issued within 10 business days of the being deemed an eligible, lawful winner of a winning ticket.

6.8 For groups purchasing one (1) or more tickets, group winners will select one individual to handle and receive the single payment.

6.9 Rangers Reach will not award a prize for tickets which are void unless Rangers Reach, in its discretion, deems it appropriate to do so. Tickets are void if lost, stolen, unissued, illegible, mutilated, damaged, altered, counterfeited, or forged, misregistered, defective, misprinted, cancelled, produced in error and not recorded in the on-line system, incomplete, not paid for, destroyed or issued, acquired or presented, in, or upon, violation of these Rules, or the Game Conditions. Void tickets are the property of Rangers Reach.

6.10 If a ticket which is purchased or issued is void, or deemed to be void, Rangers Reach may, at its option, (a) replace the ticket with a new random ticket of the same denomination or, (b) provide a refund.

7.0 Claims

7.1 Rangers Reach will award a prize to the bearer of a winning ticket. Rangers Reach reserves the right to satisfy itself that a person claiming a prize is entitled, and will remain entitled, to such prize as the lawful bearer of a winning ticket.

7.2 Upon presenting a winning 50/50 ticket, the winner must:

(i) Present Government Issued Identification proving their age to be over 18;
(ii) Completely fill out the 50/50 Prize Claim form and corresponding release issued by a Rangers Reach authorized representative;
(iii) Surrender the ticket and sign the corresponding claim form(s).

 

7.3   Each winner acknowledges that Rangers Reach may, at any time (and from time to time), during the prize claim process, require certain personal information from the winner and that the collection of such information is necessary to the proper administration. Any personal information is collected is intended to be used for following principal purposes: to comply with legal and audit requirements, for announcing winners’ names, awarding prizes, disclosure of insider wins for public scrutiny, and the posting of prize wins on Rangers Reach’s website for an extended period, and otherwise in accordance with Rangers Reach’s prize claim policy and any successors or replacement thereof, and for Rangers Reach’s internal business purposes. Each winner further acknowledges that any failure by the winner to provide Rangers Reach with such information may prevent Rangers Reach from paying or awarding all or part of the prize in the manner contemplated by the prize structure.

7.4 Rangers Reach shall not be responsible for determining any individual's entitlement to all or a part of a prize won on a ticket purchased by or issued to a group.

8.0 General

8.1 Rangers Reach designates the following persons as Related Parties:

(a) Members of Rangers Reach’s Board of Directors;
(b) Full time, part-time and student employees of Rangers Reach,
(c) Persons who are directly on Rangers Reach’s payroll;
(d) Rangers Reach’s employees who are on paid or unpaid leave;
(e) Persons under the age of 18 years;

 

8.2 Persons designated by the Corporation as Related Parties are not eligible to participate in the 50/50 draw.

8.3 Rangers Reach may amend these Rules at any time in writing and subject to the written approval of the AGCO.

8.4 These Rules of Play shall be governed by, subject to and interpreted in accordance with the laws of the Province of Ontario and the federal laws of Canada as applicable therein. The Courts of the Province of Ontario shall have exclusive jurisdiction to entertain any action or other legal proceedings based on or arising out of these Rules or any lottery game.

8.5 The headings in these Rules are for convenience of reference only and do not affect the interpretation of these Rules.

8.6 Unless otherwise specified by Rangers Reach, these Rules are effective as of October 30, 2024 and supersede any previously existing Rules and Regulations.

9.0 Release of Liability

9.1 By purchasing a 50/50 ticket a Player agrees to:

be bound by these Rules, Gaming Additions and Regulations; and

9.3
release the Kitchener Rangers Community Fund, any event promoter and any presenting partner of the Draw, and each of their respective partners, subsidiaries and affiliates, together with the owners, employees, officers, directors, sponsors and agents of any of the foregoing (collectively, “Released Parties”) from and against any and all claims, demands, injuries, losses and liabilities whatsoever arising out of the Draw. The Fund will administer a raffle associated with an Event in good faith. Released Parties i) make no warranty, guarantee or representation of any kind concerning any Prize (or any portion thereof); and ii) disclaim any implied warranty.

9.4
Released Parties are not responsible for any other errors, problems, or difficulties of any kind whether human, mechanical, electronic, network, computer, typographical, printing or otherwise relating to or in connection with a Draw, including, without limitation, errors, or omissions which may never occur in connection with the administration of the Draw, the processing of entries, the announcement of the Prize or in any Draw related materials, or the cancellation or postponement of any Event.

9.5
Released Parties are also not responsible for any incorrect or inaccurate information, whether caused by website users, tampering, hacking, or by any equipment or programming associated with or utilized in the Draw.

9.6
Released Parties are not responsible for injury or damage to entrant’s or to any other person’s computer, smart phone, smart watch, tablet, or similar device, related to or resulting from participating in the Draw, or downloading materials from or use.

9.7
CAUTION: ANY ATTEMPT TO DELIBERATELY DAMAGE ANY WEBSITE ASSOCIATED WITH THE RAFFLE OR UNDERMINE THE CONTENT OR LEGITIMATE OPERATION OF THE RAFFLE MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, THE FOUNDATION WILL DISQUALIFY ANY ENTRANT RESPONSIBLE FOR THE ATTEMPT, AND THE FOUNDATION AND ITS AGENTS RESERVE THE RIGHT TO SEEK DAMAGES (INCLUDING ATTORNEYS’ FEES) AND OTHER REMEDIES FROM ANY PERSON OR PERSONS RESPONSIBLE FOR THE ATTEMPT TO THE FULLEST EXTENT PERMITTED BY LAW.
